Japan has protested against a visit by Russia's First, Deputy Prime Minister Igor Shuva-lov, to two of the four Russian-held, disputed islands, which are also claimed by Japan.

Japanese Prime Minister, Naoto Kan expressed strong disappointment over the visit, calling it "very regrettable". Japan's Vice Foreign Minister, Keni-chiro Sa-sae had already conveyed, Tokyo's disappointment to the Russian Ambassador to Japan. Shuva-lov toured Kunashir and Itur-up islands,--- known as Kunashiri and E-toro-fu in Japan,-- to inspect the infrastructure. The Japanese call all four islands, the Northern Territories and the Russians, the Southern Kurils.
