The US State Department on Tuesday distanced itself from the most explosive of the Cablegate papers that showed its diplomats doubled up as spies, especially at the UN. "The content of that document was a wish list sent by some other agency," said state department spokesman P.J. Crowley. An impression went ground that the cable was written by Hillary Clinton as it went under the seal of her office. Crowley explained that all intructions leaving the state department go under the secretary's name.

He brought in the argument of the outside agency, without acknowledging the cable or confirming its content. "There are entities within our government that have certain responsibilities, Crowley said, adding, "It is one thing for that community to provide a wish list across the government, but it doesn't necessarily get done." He refused to identify the agency.

India was among the nations targeted - mostly for being one of the four "self-appointed frontrunners" for a permanent seat at the UN
