The disapproval rate for Prime Minister Naoto Kan's embattled Cabinet hit 67.0 percent — an all-time high for his administration — in an opinion poll by Kyodo News on Sunday.

In a nationwide telephone poll conducted Saturday and Sunday, the support rate for the Cabinet hovered at 23.6 percent, the same reported when the previous survey was taken in late November.

The disapproval rating is approaching the 73.2 percent drawn by the Cabinet of former Prime Minister Yukio Hatoyama in May, just before he resigned. The poll covered 1,453 random households with eligible voters and drew valid responses from 1,034 people.

As for the funding scandal of Democratic Party of Japan heavyweight Ichiro Ozawa, 70.0 percent said he should explain the affair in the Diet.

But 27.1 percent said it would be all right for Ozawa to explain it in court after his expected January indictment.
