Meanwhile the White House expressed skepticism over resuming Six-Party Talks regarding the DPRK's nuclear program. They say for discussions to resume, Pyongyang must stop its belligerent actions, and live up to its obligations.
Robert Gibbs, White House Spokesman, said, "When and if the North Koreans are ever serious about living up to their obligations, then we can think about restarting six-party talks. But the belligerent actions that the North Koreans have demonstrated over the past many weeks I don't think provide anybody the confidence that they are even remotely ready to resume in a responsible way those talks, and when they are, then the world will be ready to do what's necessary."
The pessimistic US tone follows a visit to the DPRK by New Mexico governor Bill Richardson, who acted as an unofficial US envoy. He says the DPRK has promised to allow inspectors in, to make sure it is not processing highly enriched uranium.
There are no plans for US President Barack Obama to meet with Richardson to discuss the trip. White House spokesman Robert Gibbs insists the governor was there on a private trip, in an unofficial capacity.
